POSITION SUMMARY
The Human Resources Specialist will ensure that FREE’s compensation practices remain competitive, fiscally viable, in compliance with state and federal laws, and aligned to FREE’s strategic goals for equity and retention. The Human Resources Specialist will partner with department leadership to conduct research and analysis on compensation rates and practices, create and maintain job descriptions and salary scales, provide information and guidance on salary setting and position creation, and provide support maintaining compensation accuracy agency wide. The Human Resources Specialist will manage all internal transfers, compensation changes, and salary determinations alongside department leadership.
DUTIES, RESPONSIBILITIES, AND ESSENTIAL FUNCTIONS
• Prepares and maintains job classifications and salary scales.
• Prepares and maintains job descriptions, ensures descriptions accurately reflect the work being done, requirements are necessary and consistent and FLSA status is correct. Makes revisions as necessary to reflect changes in roles.
• Assesses new jobs and their respective duties to determine job classification, necessary requirements, FLSA status, and corresponding salary scale. Creates new job description and salary scale as needed.
• Benchmarks jobs against survey data and other sources to determine competitive compensation rates and ranges for each position.
• Gathers data from published compensation surveys, ad hoc surveys and other sources to obtain and analyze market pay rates. Uses spreadsheet and data analysis techniques to assess results.
• Conducts data and cost analyses to be used in compensation decisions.
• Reviews, manages, and processes all internal transfers and compensation changes.
• Reviews and approves Exempt new hire in HRIS workflows.
• Collaborates with the HRIS team to regularly audit internal wages, capture corrections,
and correspond with team members regarding rates.
• Develops and manages procedures to maintain internal wage changes related to bonuses,
rate enhancements and incentives, and promotions.
• Ensures that all required documentation (paper and electronic) is completed /processed
appropriately, in a timely manner, and meets quality and compliance thresholds.
• Performs other duties as assigned.

QUALIFICATIONS
• Education:
o High School Diploma Required, Bachelor’s Degree preferred
• Experience:
o At least one year of experience in Human Resources or related field
o An appropriate combination of education, experience and training will be
considered
• Specialized Training, Licenses, Certifications:
o Not required, training will be provided upon hire as needed
• Knowledge, Skills, Competencies, and Abilities:
o Proficient computer skills required, especially Microsoft Office Suite
o Proficient writing skills with grasp of basic grammar and spelling
o Must be efficient, well organized, and have excellent communication skills
o Basic understanding of federal and state laws and regulations related to
employment
o Ability to work in a team environment with flexibility, keeping others informed and
anticipating needs is essential
o Ability to work independently and take initiative
o Ability to prioritize assignments and perform problem solving consistent with the
level of independence associated with this position
o Ability to work on several projects simultaneously and follow up as needed to
complete the assigned projects within time constraints

WORK ENVIRONMENT
This role is performed in-person.
PHYSICAL REQUIREMENTS
• Employee is required to sit, walk and stand for prolonged period of time (at least 8 hours).
• Employee is required to effectively communicate both verbally and in writing.
• Employee is required to operate standard office equipment such as computers, phones,
photocopiers, fax and filing cabinets.
• Employee is required to reach with hands and arms.
• Employee is required to bend, stoop, kneel, crouch or stand on a stool as needed.
• Employee is required to be able to lift 50 pounds at a time.
Notwithstanding the above listed physical requirements of this position, FREE will provide

The Pay Range for this job is $56,000 Annually. This range is based on what FREE reasonably believes
it will pay an employee as for said position at the time of the posting. Individual compensation
will ultimately be determined based on a variety of relevant factors, including, but not limited to,
an individual’s experience, qualifications, services provided, geographic location, relevant skills,
and other factors permitted under federal, state, and local laws.
