Supply Chain Manager(Rig Project)
Reports to : Project Manager & functionally to Supply Chain Manager
Supervision: Logistics and offshore materials teams
PURPOSE
- Manage all Procurement, Logistics and Inventory activities related to the rig reactivation project. Ensure that the Company’s Global Supply Chain procedures goals and objectives are fully understood applied and monitored.
- This job description outlines the essential duties of the Project SCM but might be expanded upon, based on lessons learned from ongoing or completed projects.
KEY RESPONSIBILITIES
1. Procurement
- Manage the procurement, transport, storage and or processing of stock and inventory items.
- Analyses project Materials Requisitions, challenges them for complete technical specifications and or detailed Scope of Work for Service Orders to source adequately and efficiently.
- Conduct bid comparison analysis allowing Project manager to identify and select the best sourcing options.
- Prioritize sourcing with regards to reactivation priorities and project schedule
- Process Purchase Orders in conformance with Dixstone standards.
- Plan and organize the transfer of goods and materials from suppliers.
- Tracks the movement of goods and services from purchase to delivery in line with project requirements.
- Maintain the project POs tracker daily and communicate to project team weekly.
2. Transit & Logistics
- Manage the logistics for the area. Ensure that all company policies and procedures are adhered to by personnel involved with the procurement and materials functions.
- Freight cost and logistics processes are reviewed, and necessary changes done to improve the process and reduce freight cost in the area.
- Identify and implement optimal import solutions for materials sourced overseas considering project schedule and priorities.
- Screen import documentations and liaises with vendors, freight forwarders and Dixstone transit department as required.
- Understand mechanics and rules of privileged customs regimes, dangerous goods transportation, and shipment planning.
- Oversees Materials Receipt in Country up to the shipyard warehouse facilities.
- Maintain the project transit tracker daily and communicate to project team weekly.
3. Inventory & Warehousing
- Assists in the implementation of inventory management strategy and initiative for the rig being reactivated.
- Ensure Dixstone inventory management system is being used efficiently to allow monitoring, flagging, and
controlling of inventory levels.
- Manage the inventory allocation for the area, as well as the handling of overstock and obsolete inventories.
- Manage inventory applying the highest standards (storage, preservation, stock count, critical spares)
- Ensure a review of the cycle counts and variances is done monthly and reported to stakeholders.
- Liaise with relevant technical support to conduct Quality Control at Reception, for local and international PO.
- Report non-compliant delivery to vendors using Dixstone NC report and track for corrective actions.
- Upon Receipts of Materials, issue receiving report to project stakeholders within 24h.
- Identify and communicate project priorities to warehouse team and ensure transfer from shipyard warehouse to rig complies with the project call out list.
- Coordinate shipyard warehouse and logistics management to meet project requirements.
- Interact with Shipyard to optimize rig logistics, according to project schedule and priorities.
- Active management of rig ERP (SAP) database (creation of items, stock management, etc.)
- Supervise the work of the OMC (offshore material coordinator) once assigned on the project.
- Training and monitoring of warehouse team and activities.
4. Finance & Cost Control
- Ensure personnel complies with the Dixstone supply chain policies and procedures, internal/external audit.
- Identify and ensure correct selection of cost center for all expenditures.
- Liaises with Accounting and Finance teams as required.
- Enforce fiscal discipline on the rig supply chain to promote project efficiency and financial efficacy.
- Liaises as appropriate with Dixstone LG or HQ for all matters related to Incorporation, Taxes, WHT, etc.
- 5. Safety & Training
- Ensures compliance of Materials and Services with Dixstone HSE Requirements.
- Ensures compliance with HSE Requirements for handling of Materials / transfer to the rig.
- Ensure goals and objectives are set for all supply chain personnel, in line with those set by global supply chain.
- Actively manage the Training Requirements for the development of supply chain personnel.
REQUIREMENTS:
- University degree and fluent English mandatory
- At least 5 (five) years’ experience in Oil & Gas industry (or similar type industry), in a senior Supply Chain
- Management position, with previous exposure to Drilling operations or rig reactivation projects.
- Inventory Management (SAP experience an advantage)
- IT and Data Processing Skills (Fluent in Excel)
- Leadership, Organizational Development and Project Management skills
- Working knowledge of air and sea regulation (such as the transport of dangerous goods)
- Working knowledge of import/export processes (such as Customs regulations)
- Critical thinking and problem-solving skills
- Ability to work alone and as part of a team.
- Flexible and solution oriented with high personal integrity and high attention to details.
- Ability to handle delicate situations with integrity.
- Ability to multitask and work under stress.
