Job Summary:
The City of Largo is actively recruiting for a Risk Manager to lead key programs that ensure safety for our team members and residents.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Leadership

Management
- Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
- Follows suggested procedures to ensure the highest standards of risk management, employee safety, and risk avoidance
- Assists in the preparation of the program budget, estimates, and costs for liabilities
- Manages the City’s relationship with its Third-Party Administrator for workers’ compensation claims handling and its occupational medical provider, ensuring the programs are running correctly and efficiently
- Oversees the City’s post-offer physical program and Fit for Duty exams
- Direct Human Resource tasks that require Risk Management expertise
- Supervises HR Team Members
Technical
- Handles settlement of complex and major claims made against the City, including workers' compensation, liability, property damage, and physical loss
- Coordinates activities with third-party administrators and legal counsel on employee injuries, vehicle, and liability claims
- Coordinates complex and major claim activities with legal counsel and pursues subrogation on claims where applicable
- Prepares work products for chief management negotiator; may serve on management negotiation team
- Identifies and determines the amount of loss exposure by coordinating inspection of the City facilities and operations
- Analyzes loss exposure to determine possibilities of elimination or reduction
- Recommends risk financing techniques and determines risk retention levels
- Reviews all contracts for risk management purposes involving insurance and indemnification.
- Maintains statistical records and reports and tracks and trends metrics to improve performance
- Analyzes investigation reports for the preparation of material and evidence for review board hearings, lawsuits, and insurance investigations
- Maintains oversight in the development, coordination, and presentation of training programs and public relations materials to increase proficiency in safe practices and promote safety consciousness
- Develops programs to reduce or eliminate risk or loss through policies and procedures in personnel safety, auto and equipment safety, product and material safety
- Coordinates and directs Risk and Safety related committees

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
- Bachelor’s Degree (Master’s Degree preferred) in Insurance, Risk Management, Business Administration, or a closely related field with significant coursework in insurance claims and five (5) years of progressively responsible experience in claims, insurance, risk management, and Workers Compensation along with proficiency in related software and electronic spreadsheets or an equivalent combination of education and experience
- FL 6-20 All Lines Adjuster’s license
- Certification as Associate in Risk Management (ARM)
- Valid Driver's License
Knowledge, Skills, and Abilities:
- Thorough knowledge of claims, insurance, and risk management procedures
- Ability to make decisions in accordance with laws, ordinances, regulations, and established policies
- Ability to use claims and safety-related computer software
- Knowledge of research methods and sources of relevant claims data
- Ability to analyze data and to prepare clear and concise reports, orally and in writing
- Ability to establish and maintain effective working relationships
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 80% inside a climate-controlled building and 20% outside, which includes driving.
Physical Requirements: The essential functions of the job require sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations, with occasional bending/stooping, grasping, kneeling, pulling, reaching, repetitive motion, and lifting/carrying objects up to 15 pounds. On rare occasions, the work requires climbing, crawling, pushing, and lifting/carrying objects weighing up to 44 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the phone. Seeing: Ability to see and read computer monitor screens, operate a vehicle, and read normal and fine print.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software. The work also requires proficiency with computer hardware and software programs including word, spreadsheet and database applications, internet applications, and database management.
