Phipps Houses is one of the nation’s oldest and largest not-for-profit developer/owners of affordable housing. It is a multi-faceted real estate organization, involved in the development, finance, construction and asset management of new and rehabilitated multi-family housing for low to middle income New Yorkers. Through its subsidiary, Phipps Houses Services, Inc., it conducts residential and some commercial property management, and it’s tax-exempt affiliate, Phipps Neighborhoods, provides human services to its development communities. 


We are seeking experienced Recertification & Compliance Specialist for our Property Management Team. 


 


The salary for this role is $59,000.


Primary Function:


The Recertification & Compliance Specialist will work within the Property Management Team in the Melrose section of the Bronx and will be responsible for completing resident recertifications LITHC/HOME/HUD. Recertification & Compliance Specialist will also assist the APM/PM/Area Manager with administrative work within the department as needed. 


Duties and Responsibilities:



  • Work directly with residents for affordable housing to request and obtain required documentation

  • Review and calculate resident provided income and asset information

  • Analyze documentation to determine if follow-up information is required

  • Complete and send the third-party verifications (if applicable)

  • Follow-up and to ensure third party verifications are returned timely.

  • Maintain detailed reports of resident recertification files in process; track deadlines for resident submission of required documents

  • Process recertification files and prepare the Tenant Income Certification form (TIC) in accordance with City, State and Federal program guidelines

  • Assist management with any necessary administrative work within the department as needed


·        Working with the company's legal department for non-compliance


·        Completing special compliance-related projects


·        Identifying, assessing, and resolving compliance issues and irregularities



  • Other duties may be assigned as required for efficient operations


 Desired Qualifications:


·        Proficiency in Microsoft word and excel is essential


·        Bachelors or Associates Degree preferred. Minimum of a High School Diploma or GED, with equivalent work experience.



  • Three years prior experience in compliance, eligibility, auditing, or other related field desired

  • Prior experience working with affordable housing eligibility and compliance is a plus

  • Must have strong math skills and be efficient and accurate with calculations; detailed oriented and organized

  • Ability to complete and manage large volumes of forms and paperwork

  • Ability to interact effectively with residents

  • Bilingual Spanish/English Preferred

  • Tax Credit specialist certificate is a plus
