GENERAL SUMMARY:

 

The Human Resources Generalist I works closely with the HR Supervisor on administering Human Resource (HR) programs by providing services such as compensation, benefits, retirement, performance management, training, and employee development. This role will also facilitate HR services such as recruitment, employee onboarding, HRMS/HRIS, leave and disability management, and employee relations while ensuring compliance with applicable labor laws and regulations. The HR Generalist I will also provide consultation with employees, management, and the public as well as assess and measure program effectiveness and make recommendations on improvements to meet organizational needs.

GENERAL ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS:


  • Administer and execute human resource programs including but not limited to compensation, benefits, leaves, recruitment, performance and talent management, and training and development.
  • Ensure compliance with federal, state, and local employment laws and regulations, and recommended best practices including the review of policies and practices to maintain compliance.
  • Provide personnel policy and procedure guidance and consultation to employees and management.
  • Develop human resources solutions by collecting and analyzing information as well as recommend courses of action and execute plans.
  • Respond to human resources-related inquiries, referring complex and/or sensitive matters to the appropriate staff. May provide high level and confidential support to supervisors.
  • Create and distribute internal communications regarding HR related matters.
  • Collaborate with other departments to develop effective HR related strategies.
  • Process complaints regarding sexual harassment, discrimination, or other instances of workplace harassment and assist in any necessary investigations and disciplinary actions.
  • Participate in or lead project efforts to develop, implement, and refine HRMS modules, processes, and associated tools.
  • Maintain employee files and records in electronic and paper form.
  • Serve on special projects both in Human Resources and throughout the utility.
  • Gather and analyze metric data and prepare reports on operational performance as needed.
  • Maintain up-to-date knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Update forms, policies, and procedures; maintain departmental archives; help to prepare board materials.
  • Cultivate relationships with community partners, educational organizations, and professional associations to support PUD efforts and outreach activities including career fairs, hosted events, informational interview opportunities, etc.
  • Other duties as assigned.

 

Secondary Functions:

  • All PUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects.

  • Demonstrated knowledge of the human resources field.

  • Intermediate proficiency with Microsoft Office software, email, word processing, spreadsheets, function specific software, and database applications.

QUALIFICATIONS: Recommended Education, Training & Experience (includes licenses or certifications): Other combinations of education and/or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.


Education/Experience:

  • High school diploma or GED required.
  • Bachelor’s degree in human resources, business administration, or a related field preferred.
  • Two (2) to four (4) years human resources experience in multiple HR disciplines required
  • Experience with HRMS/HRIS employee information management systems required.
  • Experience implementing an HRMS/HRIS system preferred.
  • PHR or SPHR certification preferred.

 

Job Scope:


  • Works on non-routine assignments of diverse scope where analysis of data requires evaluation of identifiable factors. Exercises judgment within generally defined procedures and policies in selecting methods and techniques for obtaining and implementing solutions.
  • Tasks and information relative to this position are of a confidential and/or sensitive nature requiring strict confidentiality and professional conduct.


Mental or Visual Demand: Continuous mental and/or visual attention; the work is repetitive or diversified requiring constant alertness to monitor the production process and/or identify defects.


Working Conditions: The job is typically performed under very comfortable working conditions; any disagreeable elements are generally absent during normal performance of the job.


Physical Requirements: Requirements are those consistent with normal office or clerical positions such as sitting, standing, walking, and keyboarding. May push up to 50lbs, and/or lift, or carry up to 25lbs.
