Description

The Environmental Compliance Specialist position is responsible for assisting with and/or administering programs that ensure compliance with environmental laws, regulations, and permit requirements; interpreting regulations; providing environmental guidance, support, and training to the generating facility personnel; updating/reviewing PSD and Title V applications, and NPDES permit applications; writing/updating SPCC and SWPPP plans; executing, reviewing, and submitting Part 60 & Part 75 air compliance reports; performing water sampling & coordinating analysis per stormwater and NPDES permit requirements; determining compliance status; developing compliance plans; calculating air emissions, coordinating periodic air emissions testing, assessing compliance risks associated with any plant projects, and interfacing with regulatory agencies such as MDEQ, EPA, and MDOH. This position will be directly responsible for reporting according to those regulations mentioned above and any other applicable laws, regulations, rules, etc.  The successful candidate must be capable of managing system ownership responsibilities for the Baghouses, CEMS, ACI, Used Oil, Universal Waste, Ash Management Unit/Landfill, Analyzers Containing Radioactive Sources, and other plant environmental processes/systems. The successful candidate must be capable of managing the environmental scope of a Capital or O&M project including managing technical consultants, ensuring the environmental scope remains within budget, and managing the interface between the plant, technical services personnel, environmental affairs, and state & federal regulators.

Education



  • Bachelors (or higher) degree in engineering, environmental science, chemistry, biology or related field (required)


Experience



  • Prior work experience in at least one of the following areas is highly desirable:

    • Work experience, with Southern Company or similar industry, that has required an understanding of and the ability to manage air, water, land and/or waste-related environmental programs

    • Work experience at a fossil generating plant

    • Work experience in any of the Southern Company Environmental Affairs organizations

    • Project Management experience

    • Environmental regulatory agency job experience

    • Relevant work experience that has required strong data analysis skills



Knowledge, Skills & Abilities



  • Knowledge of science and engineering principles

  • Project management skills and business acumen

  • Knowledge of air, water, land and/or waste-related environmental regulations and environmental permitting programs

  • Knowledge of PSD permitting, Title V compliance, MATS, Acid Rain, NPDES, SPCC plans, SWPPP, Tier II, TRI reporting, GHG reporting, FRPs, and 404 permitting

  • Strong analytical, problem-solving, and computer skills

  • Very good interpersonal skills

  • Excellent oral and written communication skills

  • Effective negotiation skills
