Northern Wasco County PUD is searching for an experienced Data Analyst III to join our growing and dynamic organization. This position is full-time, 40 hours per week, and offers a flexible hybrid and 4/10 work schedule.

GENERAL SUMMARY:


 


Serves as the data and analytics resource for special projects, client requests, and reports requiring analytics across the organization that cross several functional areas with a strong emphasis in financial analytics. Create, maintain, and train staff on financial reporting tools. Research and analyses system wide District data and data analytic tools to inform and support decision making. Collaborates on designing, developing, and troubleshooting new and existing business intelligence reporting tools, and tests and validates tools and data for accuracy. Compiles data, performs statistical modeling and analysis of structured and unstructured datasets, provides analysis, develops metrics, identifies trends, and patterns and presents analysis through reports and presentations. Works with end-users to understand data and analysis needs and develop technical requirements. Provides written and verbal recommendations to management to provide ongoing insight into strategy and operations.

GENERAL ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS:





  • Assist Finance Staff and other departments with highly complex analyses and studies on a wide range of financial, budgetary, variances, trends, rate setting and other organizational issues in support of the District goals and objectives. Works with end-users to understand data and analysis needs and develop technical requirements.

  • Compiles data, performs statistical modeling and analysis of structured and unstructured datasets, provides analysis, develops metrics, identifies trends, and patterns and presents analysis through reports and presentations.

  • Assist staff with the preparation of data and review of external reporting to ensure consistent, accurate, and timely data is reported.

  • Creates, maintains, and trains staff on data management and financial reporting tools, including but not limited to; Financial statements, Budget templates, Long Term Financial Plan; Budget to Actual Variance templates, Load Resource Energy Model, kWh Reports, Dashboards, KPI’s, various trending reports, and revenue modeling.

  • Identifies and applies appropriate methodologies, identify, and utilize sound analytical tools and apply accepted project planning and management practices on large projects to ensure timely achievement of goals and objectives.

  • Assists staff to develop, analyze, and maintain the District’s existing systems and models.

  • Works closely with department managers to identify operational budget and capital requests and needs associated with data management and analytical systems.

  • Prepares periodic and ad-hoc reports based on detailed research, critical analyses, and independent judgment. Makes presentations to staff, management and/or Board of Directors on analytical research and analyses performed.

  • Provides and presents both written and verbal recommendations that provide ongoing insight into strategy and operations that align with NWCPUD’s goals and strategic plan.

  • Participates in a variety of special projects including evaluations and analyses of systems, tasks and workflows and internal controls to identify, develop and implement business solutions.

  • Acts as a resource to all other District departments and assists with training other department staff.

Secondary Functions:



  • Update and maintain reports and KPI’s monthly.

  • Performs meter data management maintenance and analysis that supports trending and statistical modeling.

  • Performs other Finance Department duties in the absence of other assigned personnel, or as needed.

  • Assist with mentoring of junior analysts.

  • All PUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects.



Skills/Knowledge/Abilities: PLEASE NOTE: This position requires the use of various tools/equipment that are related to performing the essential functions of this job.





  • General computer literacy, Microsoft Windows, intermediate to advanced Microsoft Office.

  • Advanced skill in Excel and PowerPoint.

  • Advanced skill in Tableau, Google Data Studio, or other data visualization software.

  • Working knowledge with Google suite products (Docs, Sheets, and Slides).

  • Understanding of ERP systems; Power BI experience a plus.

  • Analytical mindset: ability to analyze large sets of data and provide meaningful insight.

  • Strong communication and presentation skills; Ability to explain data/results to stakeholders with varying levels of expertise or knowledge on the subject matter.

  • Ability to teach, coach, and conduct training to other staff with diverse levels of expertise and knowledge, in a productive and comprehensible manner.

  • Ability to independently manage and prioritize tasks in a fast-paced, constantly evolving environment.

  • Ability to learn functional business processes of an electric utility.

  • Maintain working knowledge of federal, state, and local codes, ordinances, regulations, practices, and procedures related to the work including government accounting principles and practices and government budgeting laws, principles, and practices.

  • Possess complex critical thinking skills using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

  • Possess advanced problem-solving skills to identify complex problems and review related information to develop and evaluate options and implement solutions.

  • Ability to maintain a high level of focus and attention to detail and produce highly accurate work.

  • Ability to work independently with minim direction while also working as part of a team and consistently demonstrating collaborative, respectful, and productive work habits.




Supervisory and/or Functional or Technical Responsibility or Oversight:





  • No supervisory responsibilities.

  • Is relied on for training as subject matter expert on systems and processes on data analytics in area of responsibility.




QUALIFICATIONS: Recommended Education, Training & Experience (includes licenses or certifications): Other combinations of education and/or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.




Education/Experience:



  • Bachelor's degree in information systems, accounting, mathematics, statistics, economics, computer science, engineering or other related business or technical area. Master’s degree preferred.

  • Master’s degree in a related field preferred.

  • Seven to ten (7-10) years’ experience in a data analytics or business intelligence role demonstrating complex data analysis, reporting and automation.

  • Governmental reporting of electric utility accounting and financial systems experience or energy and environmental attributes is highly desirable as well as experience with SCADA, energy asset management systems, PowerPivot and Power BI tools.

Physical Requirements: Requirements are those consistant with normal office administrative or clericlal positions such as sitting, standing, walking, keyboarding. May push up to 50lbs, and/or lift, pull, or carry up to 25lbs.
