Position Summary:

IEM is looking to bring on a Full Time- Compliance Specialist I, who would be under general supervision from the Program Manager, to provide technical expertise to analyze project specifications, review historical data, and collaborate with various teams to prepare comprehensive cost analysis. The incumbent may be called upon to provide support and assistance to address issues and concerns outside areas of assignment.

Primary Location:

  • Candidate must live a commutable distance to San Juan, PR.
  • This is an in-office role, and candidates must be willing to commute to the office.

Essential Functions:

  • Demonstrates strong leadership and managerial competencies, including integrity, accountability, communication skills, commitment to teamwork, and excellence in responsibilities.
  • Develop and research statistical tools and estimating methodologies based on historical systems acquisition costs schedules, and technical and programmatic data.
  • Continuously evaluate and improve cost analysis processes and methodologies.
  • Support cost-analysis activities for significant acquisitions and coordinate those activities with the IEM Procurement Team.
  • Collect and analyze data to assess the time, money, materials, and labor required to manufacture a product, construct a building, or provide a service.
  • Create practical monitoring tools to ensure compliance with the cost analysis of procurements.
  • Provides high-level technical/administrative guidance on work requirements and methods.
  • Periodically review documents relevant to the procurement of all supplies, equipment, and services for the client and ensure compliance in accordance with the Procurement Manual, as well as applicable local, federal, and state laws.
  • Conducts evaluations of proposals, offers, and bids per internal policy and external local, state, and federal regulations.
  • Make recommendations on policies and procedures as needed to ensure the success and compliance of all procurement-related activities.

 

Minimum Qualifications:

  • Bachelor's degree from an accredited college or university in acquisitions, purchasing/supply management, accounting, finance, economics, business or public administration, legal or closely related field.  
  • Three (3) years of full-time experience as an analyst in supply chain or finance or a related role.
  • A Master's degree from an accredited institution in a qualifying field may substitute for two (2) years of the required experience.
  • Strong proficiency in financial modeling, data analysis, accounting, and Excel.
  • An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered. 
  • Ability to work independently and as part of a team.
  • Bilingual fluent in English and Spanish.


Preferred Qualifications:

  • Familiarity with estimating software and tools to calculate costs efficiently is highly desirable. 
  • Experience in a public organization is recommended.
  • One (1) – Three (3) years’ experience as a grant analyst in federal funding
