SUMMARY OF DUTIES:
The Labor Compliance Officer I position at the City of Tucson’s Business Services Department is responsible for conducting basic investigations and interviews, including reviewing payroll records to ensure contractors comply with prevailing wage laws. This position assists in monitoring and enforcing labor laws, wage standards, and regulations.
Work is performed under the direct supervision of the Procurement Manager. This position does not supervise.
Assists with on-site contractor employee interviews and labor compliance investigations. Observes and notates tasks performed by prime and sub-contractor employees at job sites. Conducts initial review of certified payroll records against completed employee interviews. Conducts initial audit of payroll information to ensure compliance with Federal and local laws. Confers with senior staff to resolve discrepancies and to defined business needs.
Gathers data to include on annual and semi-annual reports that are submitted to the United States Department of Labor. Verifies contractor and subcontractor eligibility with State Contractor’s Licensing Board and Federal debarment lists. Identifies and refers potential problems to senior staff and coordinates labor compliance activities with project managers and engineers before releasing project funds. Notifies prime contractors of findings, violations, infractions and requests corrective action after conferring with senior staff. Closes out files in a timely manner. Applies established monitoring programs for compliance with federal or local wage laws.
Attends pre-bid, pre-construction and labor compliance meetings. Assists contractors with using related systems. Assists with implementing the program by monitoring and reviewing federally funded construction project specifications, confers with city project managers, engineers and associated project staff to establish the appropriate federal wage decision on construction projects. Assists with the development and conducting of public presentations, community outreach and training as necessary or requested.
Collects and compiles statistical data, prepares correspondence, discrepancy letters, enforcement reports, activity reports, recommendations, memos, and other communications. Prepares and submits various required reporting for the Davis Bacon & Related Acts program. Interacts with City of Tucson information technology department on related systems.
Interacts, educates, and participates in public presentations. Assists with providing guidance to city project managers relating labor laws and assist with providing communication back to the department.
Performs all other duties and tasks as assigned.
