Job Summary


El Paso County is in search of a dynamic and seasoned Human Resource Business Partner. Reporting directly to the Employee Relations Supervisor as our People Whisperer and Culture Champion (HRBP), you'll be the heartbeat of our organization, driving initiatives that enhance employee engagement, foster collaboration, and nurture a culture of innovation. You'll serve as a trusted advisor to our leaders, helping them navigate the complexities of people management by resolving employee relations matters with empathy, fairness, and professionalism while staying true to our core values. The ideal HRBP candidate will demonstrate employee relations expertise, excellent judgment, and highly developed analytical, interpersonal, problem-solving, and communication skills. This position will recommend strategies for employee relations and support the team in handling workplace concerns. This role will work to identify opportunities to proactively and preventatively address common employee relations issues and will provide guidance and coaching to leadership of all levels to address employee behavior and performance areas. The Human Resource Business Partner will stay attuned to organizational and operational changes across the County to identify potential employee relations risks and develop plans to address them proactively. Hiring Range: $78,760.00 - $94,890.00 annually 
(salary to be commensurate with qualifications)

This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change. Under FLSA guidelines, this position is exempt.

The Human Resource Business Partner position will serve to help foster positive relationships between the County and its employees. The position will accomplish this by:
  • Serving as a strategic partner and resource to the County’s departments and offices.
  • Partnering with leadership to align Human Resource (HR) operations with business objectives.
  • Championing of HR strategies such as employee development, mentoring, and coaching.
  • Providing interpretation and guidance regarding HR functional areas, including benefits, compensation, talent acquisition, organizational development, and risk management.
  • By leveraging your expertise in HR policies, employment laws, and investigative techniques, you will gather evidence, interview relevant parties, and analyze information to reach fair and objective analysis. Your recommendations and actions will contribute to promoting a culture of trust, accountability, and compliance within the organization.


Essential Duties/Responsibilities


  • Serves as a strategic resource for Departments and Offices regarding employee relations matters, performance management, recruitment solutions, employee retention, workforce planning, training needs, risk, benefits, and compensation. Collaborates with appropriate HR staff to develop business strategy and achieve goals.
  • Maintains in-depth knowledge of legal requirements related to the management of employees, reducing legal risks, and ensuring regulatory and policy compliance. Stays abreast of employment law changes and requirements; disseminates this information and takes action to implement as applicable. Partners with the Office of the County Attorney as needed/required.
  • Conducts workplace and Title VII investigations. Ensures timely completion of investigations and provides timely and objective investigation reports outlining findings, analysis, and recommended actions to relevant stakeholders, including HR leadership and management. Continuously assess and improve investigation processes and protocols to enhance efficiency, effectiveness, and fairness.
  • Provides performance management guidance to leadership (e.g., coaching, counseling, career development, and disciplinary actions). Provides conflict resolution strategies; facilitates conversations, as necessary.
  • Provides guidance and recommendations to leadership regarding the employee disciplinary process. Works with leadership to review and edit disciplinary documents; provides suggestions for recommended changes.
  • Works closely with leadership and employees to improve work relationships and collaboration, build morale, increase productivity and retention, and create a sense of belonging and community within the workplace.
  • Monitors, gathers, consolidates, and analyzes metrics and employee-related data to identify trends and develop solutions; compiles and disseminates reports as appropriate.
  • Conducts and supports a variety of surveys and corresponding action plans for the County, departments, and offices, including employee engagement and stay surveys.
  • Participates with projects; researches necessary and appropriate resources.
  • Conducts organizational and talent assessments; collaborates with appropriate leadership to develop talent strategy and build workforce capability.
  • Assists with the unemployment insurance (UI) program by helping to formulate responses to claims and attending appeal hearings, as necessary.
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs, reviews with appropriate management staff, and implements improvements.
  • Provides guidance and input on business unit restructures, workforce planning, and succession planning.
  • Identifies training needs for departments/offices and individuals. Participates in the monitoring of training programs to ensure the success of assigned departments/offices and/or individuals.
  • Establishes and fosters effective working relationships and strong business partnerships.
  • Provides support and assistance to other HR staff; informs and communicates with HR staff on related matters.
  • Performs other duties as required.
 
Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.
 
Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.


Qualifications


Knowledge, Skills & Abilities

  • Ability to interpret and apply Federal, State, and Local policies, laws, and regulations.
  • Must be proficient with Microsoft Office (Word, PowerPoint, Excel, and Outlook) Software and HRIS systems.
  • Ability to analyze problems, complex data, and information and identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. 
  • Must possess excellent writing, note-taking, and proofreading skills; ability to write clearly and concisely with proper regard to spelling, grammar, and punctuation.
  • Must be an excellent communicator with the ability to effectively communicate with persuasion, tact, courtesy, and diplomacy, both verbally and in writing, even in difficult situations.
  • Ability to establish and maintain effective working relationships with employees, County staff, elected officials, and the public.
  • Strong analytical skills to interpret and evaluate various methodologies and associated data.
  • Must possess strong attention to detail and initiative, with the ability to determine appropriate workflow and to complete all tasks within deadlines.
  • Must be customer service oriented and possess strong organizational skills.
  • Ability to work independently and in a team environment with minimal supervision.

Required Education & Experience
  • High school diploma or equivalent education.
  • Four years of human resources experience of which two years must include providing performance management guidance, resolving complex employee relations issues, and conducting workplace and/or Title VII investigations.
Preferred Education & Experience
  • Bachelor's degree in business administration, human resources, or a related field.
  • Experience responding to unemployment insurance (UI) claims and attending UI appeal hearings.
Licenses/Certificates
  • Must possess and maintain a valid driver's license.
  • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred.
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
  • Associate of Workplace Investigators Certificate or SHRM Workplace Investigations Specialty credential preferred.
Pre-Employment Requirements
  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.


Work Conditions


Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs; some local travel is required.
