General Summary & Essential Responsibilities


JOB SUMMARY
Performs skilled field inspection and code enforcement work in securing compliance with the County building, zoning, and land development codes, ordinances, and regulations, as well as other County laws, codes, and ordinances governing land use and development to promote the health, safety, morals, and general welfare of the public. Duties include inspecting properties, preparing reports of findings, the preparation of appropriate correspondence and notices to occupants and owners and investigation of contractors and unlicensed individuals performing contracting services.

ESSENTIAL JOB FUNCTIONS

  • Conducts inspections, examinations, and surveys of residential and commercial structures to determine compliance with laws, codes, regulations, and ordinances. 
  • Receives and investigates complaints regarding violations: reviews validity and conducts field inspections if warranted; issues citations, stop work orders, or violation orders if appropriate; schedules routine and follow-up inspections; and refers findings to other departments/agencies as needed. 
  • Prepares and maintains records and written reports of findings: initiates correspondence and violation notices listing the violations and ordering that appropriate remedial action be taken; and initiates action against contractors/owners failing to comply. 
  • Reviews applications for contractor examination and licensure: and reviews financial documents such as credit reports and accounting statements. 
  • Prepares investigative case packages and exhibits: and presents cases to the Code Enforcement Board, Licensing Board and Special Magistrate or testifies in a court of law. 
  • Conducts inspections relating to acts of persons in violation of laws, codes and regulations relating to any factors affecting the life, health, and welfare of the community. 
  • Interprets codes to contractors, property owners, and citizens: and provides technical advice regarding corrective actions. 
  • Maintains daily and monthly activity logs and year-end statistical data. 
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication. 


Min. Education, Licenses and Certifications


Education and Experience:
An equivalent combination of relevant training, education and experience:

  • High school diploma or equivalent.
  • Two (2) years of experience in enforcement or related investigative work to include documentation and detailed record-keeping experience.
Licenses and/or Certificates:
  • Must maintain a valid driver’s license.
  • Within twelve (12) months of position assignment:
    • Must obtain and maintain Level I certification through the Florida Association of Code Enforcement (FACE).


Knowledge, Skills and Abilities


  • Knowledge of departmental policies, plans, and procedures.
  • Knowledge of modern office practices, plans, and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
  • Knowledge of County’s Zoning Ordinance regulations, International Property Maintenance Code, and or Charlotte County Building Code as it pertains to contractor licensing regulations. 
  • Knowledge of legal procedures as they relate to code enforcement and contractor licensing. 
  • Knowledge of Chapters 162 and 489, Florida Statutes. 
  • Knowledge of land development regulations, including the Charlotte County Unified Development Code. 
  • Skill in effective communication, both orally and in writing.
  • Skill in prioritizing and organizing work.
  • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
  • Skill in the use of software applications as well as digital photography. 
  • Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures. 
  • Ability to ascertain priorities and meet deadlines and objectives. 
  • Ability to read and interpret zoning plats. 
  • Ability to maintain accurate records and reports. 
  • Ability to establish and maintain effective working relationships. 
  • Ability to operate a motor vehicle. 
  • Ability to provide internal/external guidance and customer assistance via all forms of communication. 
  • Ability to use computers for data entry, word processing, and/or accounting purposes.
  • Ability to author reports, business correspondence, and procedure manuals. 
  • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.

PHYSICAL DEMANDS
Stooping, crouching, walking, pulling, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions, depth perception. Frequent lifting up to 25 pounds and occasionally up to 50 pounds.
 
WORK ENVIRONMENT
Work is performed in a relatively safe, and secure work environment. Work typically requires moderate exposure to one or more disagreeable conditions (i.e., irate customers, outdoors weather conditions, excessive noise, extreme heat, odors or dust).

This position requires moderate exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, assault and battery, communicable disease, etc.).
