Job Description


The Code Compliance Officer performs investigative, technical and administrative operations associated with enforcing compliance and resolving complaints in connection with the Village's code of ordinances, business tax receipts, public nuisance, land development regulations, and housing codes.  Employees in this classification exercise considerable independent judgment, tact and firmness, while recognizing the importance of effective public relations in resolving complaints of citizens, investigating violations and enforcing compliance of Village codes, rules and regulations.


Essential Functions


  • Initiates and performs proactive field investigations for non-compliance of Village codes and ordinances.
  • Responds to, researches and investigates code-related complaints from citizens, businesses, and staff in a manner that facilitates positive public relations. 
  • Performs verification and determination of the nature of the violations.
  • Prepares and provides proper legal notices, specifying the violation and action to be taken to remedy violation conditions.
  • Provides customer service and correspondence, both verbally and/or in writing, to provide information, respond to inquiries, and explain remedial action alternatives.
  • Documents, records, and maintains detailed files on all case activity performed and monitors ongoing cases.
  • Reviews various records and documentation relating to code enforcement duties, e.g., property ownership, site plans, codes, ordinances, etc.
  • Conducts appropriate research and drafts reports, fact sheets, evaluations, conclusions, notices, and other documentation. 
  • Makes presentations at meetings and Code Magistrate Hearings and provides relevant documentation and testimony as required.
  • Educates the public, including contractors and others in the development/construction industry, regarding the Village’s code provisions and requirements.
  • Inspects approved projects for compliance with planning/zoning regulations and monitors/conducts follow-up on requirements.
  • Reviews business license and planning/zoning applications and performs site inspections for compliance determinations with Village regulations and approvals.
  • May be required to report to work during state of emergency conditions, e.g., hurricanes, natural disasters, etc.

Minimum Qualifications


  • High school diploma or GED.
  • Level I certification as a Code Enforcement Officer from the Florida Association of Code Enforcement (FACE) preferred or must be obtained within one year of hire date.
  • One (1) year of experience as a Code Enforcement Officer or a similar position involving considerable public contact and/or investigative knowledge/background.
  • Evidence of strong customer service skills, reflecting a high degree of tact, tolerance and respect      when dealing with the public at large.
  • Knowledge of legal, construction or inspection methods, procedures, practices and techniques regarding enforcement procedures.
  • Familiarity with applicable federal, state, or Village codes, ordinances or standards relevant to code enforcement and ability to read and interpret plans or codes.
  • Knowledge of current technology and software applications appropriate to the assigned responsibilities.
  • Ability to withstand pressure of competing priorities and varied responsibilities, while working efficiently and effectively to produce positive resolutions.
  • Valid State of Florida driver license.


Physical/Environmental Requirements


PHYSICAL REQUIREMENTS 
Tasks involve the intermittent performance of moderately physically demanding work, which typically includes some combination of reaching, bending, stooping, kneeling, or crouching and may include the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).  Some tasks may require occasional lifting, carrying, pushing, and/or pulling of heavier objects.
 
ENVIRONMENTAL REQUIREMENTS 
The employee is regularly exposed to outside weather conditions and may be subjected to unpleasant environmental factors, e.g., heat, humidity, inclement weather.   Some tasks involve working in and around moving vehicles and associated vehicle/equipment areas, where heightened awareness to surroundings and observance of established safety precautions contribute to the prevention of injuries/accidents.
