Overview:
CTAC seeks to expand on its 30+ years of expertise across the Department of Health and Human Services. As we expand our capture and business development team, we are seeking someone to lead our efforts in expanding our footprint across HHS as our HHS Business Development Manager. The HHS Business Development Manager will work with the existing Business Development Analysts and coordinate with Program Staff/Subject Matter Experts. They also will interact with our Marketing resources to coordinate activities such as campaigns, social media support, conferences.
This position may incur regular local travel to/from Falls Church, Va. and within the Washington DC metro area (including CMS (Baltimore, MD) / FDA locations).
Responsibilities Include:
Overseeing the full life cycle of business development through capture of qualified opportunities with the support of other corporate resources. The selected candidate will oversee sales activities and full lifecycle of business development and capture activities. She/he will review the current pipeline as well as assume responsibilities for researching, tracking, and qualifying opportunities; building relationships with current/prospect clients and strategic partners, and championing all bid activities through proposal submission (including win theme development and proposal reviews). The ideal candidate is a proven leader with established client relationships and intimate knowledge of HHS proper in one or more HHS offices or Operating Divisions (ideally CMS, FDA, and/or ACF).
- Identifies solution improvements or new solutions by remaining current on industry trends, market activities, and competitors.
- Builds and maintains relationships across HHS and identifies areas to utilize CTAC’s capabilities.
- Prepares comprehensive opportunity summaries for leadership to make go/no go decisions
- Maintains quality service by establishing and enforcing organization standards and identifying and implementing improvement to existing processes
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
- Execute and manage purchase requisitions of tools, training, and other consulting resources to support BD activities
- Establish and foster relationships with program teams to remain aware of current activities/challenges and lead through influence their support of business development/capture activities.
- Drive unsolicited sales opportunities through specific solution presentations and building relationships with government stakeholders.
- Maintain qualified pipeline in CRM and facilitate gate review activities.
- Communicate with diverse parties internally and externally at senior levels
- Develop, organize, and execute significant capture activities, including building industry and internal teams, assess win probability, develop win plans/strategies, address gap analysis, etc. in order to respond to and win business with new and existing customers.
- Manage and develop business development support staff
Qualifications:
- Bachelor’s degree
- Proven track record of success with HHS government stakeholders.
- Minimum years of relevant Business and/or IT experience; 8 years
- Ability to effectively communicate
- Ability to identify business opportunities by identifying prospects and evaluating their position in the industry; researching and analyzing sales options and technology trends in the industry
- Self-starter that can work independently with minimal direction Experience with facilitating meetings, preparing presentations, and leading requirements gathering sessions with stakeholders
- Technical writing skills.
- Ability to multi-task and work in a dynamic environment.
- Understanding and experience in Federal sales cycle

• Some experience in project management & leadership is desired.
